Meeting Minutes

Present:                Jason Jensen, Roger Kong, Don Michalski, Dick Pelkey, Paul Stang, Alan Martin, Trish Watts

Not Present:                Bob Cook, Darren Fortney, Bill Rittman

 

1.        Minutes

·         Motion to approve by Jason

·         Seconded by Richard

·         Board approved

 

2.        Financial Report

·         Alan reported that WVHA had to pay full bill this time, but can ask for a combining of all of the disparate parcels for 1 bill – this will likely eliminate only $50 or so from the approximate $1500 semi-annual assessment

·         Paul presented draft of 2002 budget.  The Board approved the level of expenses for next year. Paul will present at annual meeting.

·         President’s

-          Stricker’s Pond: Group called The Friends of Kettle Lakes is having an organizational meeting October 22nd to determine approach on how to raise monies to support and maintain the kettle ponds around Madison. This Middleton organization has already done work around Tiedemann’s and the Middleton side of Stricker’s.  This organization could help us with goal of cleaning up debris around the Madison side of Stricker’s. Don has found that there is a philosophy difference between Jim Morgan (parks dept) and Russ Hefty (from the City as well) about if it should be cleaned up or left as is. 

·         Covenants (Darren) - no report

·         Wexford Watch (Roger) – Items due to Roger by Dec 1

·         Social (Bill) – no report

·         Parks (Bill) – no report

·         Directory & website (Trish)

-          803-811 N. High Point were missing from the database. Trish will verify and add if confirmed.

-          Don will be writing up job descriptions for each Board position.

-          Jason will start providing meeting minutes to Trish to post on website.

·         Block Captains (Dick) – nothing to report

·         Contracting (Don)

-          Snowplowing: Barnes is using 1 ˝ inch standard this year.

-          Lighting: First phase of capital project to replace lights starts behind Wexford Park and Apple Hill Circle, cost will be about $2000

-          City informed Board that 6-7 trees at 1206 Westfield Rd (behind the sign) had Elm Disease.  Needs to be removed by November 30th.  Don has call out to Harrington to do the job for us (he did our last trimming job – best price). Don will call Board members with his quote when it comes in next week.

·         Architectural Review (Al)

-          Marty Bauman will join the review board.

-          Al suggested that his wife, Ellen Martin, become a backup review board member in case Marty is not available. Paul made the motion and Dick seconded.  Board approved.

 

5.        New Business

·         Al proposed to set a February or March meeting to discuss vegetation improvement options for the retention ponds behind High Point Church

 

6.        Old Business

·         Issue regarding poorly timed lights on Old Sauk around Beltline: Al reported the state sets the timing of the signals for the exit ramps to prevent exiting traffic to backup onto highway

·         Lot 400: Mike Daly, City Engineer, and Don met about washout issue from 2000 Spring rain. Mike determined it was the City’s responsibility to replace the culvert, although WVHA might have to pay for a load or two or topsoil to fill in the hole.  Total cost should not exceed $500.
